Ongeziene crisis in cultuur brengt brede sector samen in crisiscel
“Stop de broodroof, betrek ons, en laat ons werken op een veilige manier. Als er één sector is die dat kan, dan zijn wij het.”
Broodroof, twee maten en twee gewichten, een gebrek aan kennis van wat er kan in de sector en een tekort aan inspanningen om met de sector te overleggen. Drastische en soms onterechte beslissingen van de voorbije maanden en weken hebben ertoe geleid dat sleutelspelers uit de brede cultuursector (commercieel en gesubsidieerd verenigd) zich verzamelen in een crisiscel. Het voornaamste doel: de sector levend door de crisis krijgen en coronaproof aan het werk gaan waar het kan. Deze cel in ontwikkeling wil nog korter op de bal spelen tijdens de coronacrisis die een hele sector dreigt overkop te doen gaan en dringt aan op nauwere betrokkenheid bij het crisisbeleid van de overheden in ons land.
Ondoordachte beslissingen met grote gevolgen
De voorbije maanden en weken bleken beleidsmakers keer op keer onvoldoende op de hoogte van de vele inspanningen die de sector leverde om coronaproof voorstellingen en optredens te organiseren. De ondoordachte beslissingen die daarop volgden, hakten er stevig in bij vele organisaties, kunstenaars, freelancers en techniekers die hun broodwinning zagen verdampen. Ook de vele cultuurbezoekers worden keer op keer in de wind gezet.
Zeer veel ervaring met organisatie van bezoekersstromen
De brede cultuursector is nochtans de sector met de meeste ervaring in het organiseren van bezoekersstromen. Deze kennis heeft ons geholpen een doorwrochte Sectorgids Professionele Kunsten uit te werken die de veiligheid van artiesten, medewerkers én bezoekers garandeert. Het document kwam co-creatief tot stand uit een samenwerking van meer dan 80 cultuurwerkers en mits een protocol dat goedgekeurd werd door de minister van cultuur en de GEES. Pijlers zijn: afstand tussen de bubbels, het dragen van maskers, gescheiden bezoekersstromen, handgels, registratie van bezoekers.
Dankzij de uiterst nauwkeurige maatregelen beschreven in de sectorgids maken wij ons sterk: er zijn maar weinig plaatsen in onze maatschappij waar de maatregelen zo strikt zijn en een bezoek zo veilig verloopt. Die inspanningen doen wij graag en kunnen we, vanuit onze jarenlange ervaring, ook doen.
Betrek ons en laat ons werken
Het beleid toont sinds het begin van de crisis haarscherp aan waar gebrekkig overleg toe leidt: onnodige schade aan een reeds zwaar getroffen sector met grote financiële schade voor organisatoren, makers en medewerkers. En ook de cultuurliefhebber wordt ten onrechte gestraft. Niet iedereen kan het hart ophalen aan winkelen, fitnessen of naar voetbal kijken. Een gezonde maatschappij heeft ook cultuur nodig.
Het is alle hens aan dek als we willen dat de cultuursector deze crisis overleeft. De crisiscel cultuur die in oprichting is, en alle verschillende actoren wil bijeenbrengen (groot en klein, kunstenaars en organisaties, lokaal en nationaal, commercieel en gesubsidieerd) heeft dan ook een duidelijke boodschap: betrek de cultuursector consequent. Wij hebben de expertise, er zijn geen excuses meer om over onze hoofden heen te beslissen. Wij weten het beste wat er kan, wat er reeds ondernomen is en wat er nodig is.
Bied tegelijkertijd perspectief aan een sector die zorgt voor heel wat werkgelegenheid en inkomsten. Breng regelgeving in één hand zodat het duidelijk wordt wie de beslissingen neemt en met wie er overlegd moet worden.
En bovenal: laat ons werken. De sectorgids en andere protocollen zoals de Event Risk Matrix liggen er en worden door experten als coronaproof erkend. Laat mensen opnieuw genieten van cultuur. Deze moeilijke tijden maken cultuur noodzakelijker dan ooit.

Unseen crisis in culture brings broad sector together in crisis unit
“Stop the robbery, involve us, and let us work safely. If there’s one sector that can do it, it’s us.”
Over the past few months and weeks, policy makers active on different policy levels have made drastic, often random and sometimes plainly unjustified decisions for the cultural field. These decisions and closures did not only disregard the knowledge already present in the field, but also demonstrated a painful use of double standards in comparison to other sectors operating in similar conditions. As a result of this, a diverse group of players has now taken the initiative to set up a crisis unit uniting the different actors and players of the broad cultural scene in Flanders. Its main objective: to get the sector through the crisis alive and well and to be allowed to work corona-proof where possible.
This crisis unit will be set up over the next days in order for the cultural sector to stand united and be even faster on its feet during this corona crisis that threatens to throw many overboard. The unit also demands a closer involvement in all decision making of the governments in our country that directly impact the cultural field.
Careless decisions with major consequences
Unfortunately, policymakers repeatedly proved to be insufficiently aware of the many efforts made by the sector to organise corona-proof events and performances. The ill-considered decisions that followed severely affected many organisations, artists, freelancers and technicians who saw their livelihood evaporate. Meanwhile, the many spectators were repeatedly kept in vain.
Extensive experience with the organisation of visitor flows
The broad cultural sector has extensive experience in organising visitor flows. This knowledge has helped us to develop a well thought-out Sectorgids Professionele Kunsten (Sector guide that outlines clear safety procedures and directives) that guarantees the safety of artists, employees and visitors. The document was co-created in collaboration with more than 80 cultural workers and subject to a protocol approved by the Minister of Culture and the GEES (exit strategy workgroup). The premises are: distance between bubbles, wearing masks, separate visitor flows, disinfection, registration of visitors. Thanks to the extremely precise measures described in this sector guide, we feel confident: we are one of the most prepared sectors and can make each visit safe. We are happy to share these skills and experiences. After all, working with audiences is our core business.
Involve us and let us work
Since the onset of the crisis, we have seen that inadequate consultation leads to unnecessary damage to an already badly affected sector with major financial damage for organisers, artists and employees. And the culture lover is also unfairly punished. Not everyone can enjoy shopping, fitness or watching football. A healthy society also needs culture.
It’s all hands on deck if we want the culture sector to survive this crisis. The culture crisis unit that is being set up and wants to bring together all the different actors (large and small, artists and organisations, local and national, commercial and subsidised) has a clear message: involve the culture sector consistently. We have the expertise, there are no more excuses to decide over our heads. We know best what can be done, what has already been done and what is needed.
At the same time, offer perspective to a sector that provides a lot of employment and income. Bring regulation into one hand so that it becomes clear who is making the decisions and who needs to be consulted.
And above all: let us work. The sector guide and other protocols such as the Event Risk Matrix are in place and recognised by experts as coronaproof. Let people enjoy culture again. These difficult times make culture more necessary than ever.
